The floating/ontop window behaviour (that can be set in workbench settings) has been implemented on the MSlice main window (Implements floating/ontop window behaviour (that can be set in workbench settings) on mslice

It would make sense to propagate this setting to plot windows to be more consistent with the behaviour of Mantid.
