[BUG] Skip hash check doesn't work

I couldn't update WinRar. Output:

Installer hash does not match; this cannot be overridden when running as admin
Process Exit Code      : -1978335215

And so I tried updating with "skip installer hash". However:

This feature needs to be enabled by administrators. To enable it, run 'winget settings --enable InstallerHashOverride' as administrator.
Process Exit Code      : -1978335230

I enabled it with sudo winget settings ... and tried "skip installer hash" again, but it was as if I didn't just enable the setting.

UniGet elevated each of these updates, so the "this cannot be overridden when running as admin" part makes complete sense. It's a mystery to me why it elevated - I didn't explicitly update as admin, the package doesn't have "run as admin" checked and "always run as admin" is disabled for the winget source in settings.

I tried running the --ignore-security-hash command UniGet used in an admin terminal and a normal terminal, it succeeded in the normal one.

I have UAC notification behavior set to the highest level. The original WinRar version was installed outside winget, most likely downloaded from the official website.
