do a cfg_attr for all Serialize introduced in slot-replayer

          Yes we could do a cfg_attr for all `Serialize` introduced in https://github.com/massalabs/massa/pull/4695 I open an issue

To me, it's the way to go (need to be applied to others Serialize)

Note:

• the feature "slot-replayer" needs to be added to the dependency massa_execution_exports in the massa-slot-replayer
