Grade synchronisation is not working

I can prove that grades are passed using the base "Publish as LTI Tool", so the functionality is there.

Comparing the "Publish as LTI Course Template tools" settings in a template course and created course (need to be an admin to see the template course), it looks like the Grade synchronisation & User synchronisation values were not copied across.

I've tried enabling the values in a created course.... but it doesn't look like that's not registering that back with the VLE [how/when does that happen?]
