Annotation GUI frozen upon start up

Intermittently when we first start up VARS the GUI is frozen. I've noticed that the tabs across the bottom of the concept maps appear to be cut off when this happens - note the orange box in attached screen grab (although Kris had her GUI freeze but the tabs did not appear cut off).
You will also see in this screen grab that the buttons in my concept map didn't populate, which is still an unresolved bug.
