Reconfigure GeoPandas / GDAL install

Description of the desired feature:

The current method of installing the GeoPandas dependency could use some work. Currently GeoPandas is not listed as a dependency in pyproject.toml since there are issue with pip installing it on Windows.

• Using a solution similar to Issue Reconfigure PyGMT / GMT install #17 with a conda install GDAL might work.

• Consider dropping GeoPandas and replace with a more minal package, as discussed in Remove GeoPandas dependency #18.
