Are Shipping Option Rules possible?

Hey, in the beginning the Shipping Option Rules were part of Medusa v2, but they didn't work in the beginning, so I thought I would just wait till they're implemented. As I see now, they're not part of "normal" Medusa anymore and I would need to write a Fulfilment Module myself, am I right? Or am I just not seeing anything important?

I just want to create basic shipping methods based on weight or measurements of products. Like "10€ if cart weight is under 2kg" and "20€ if cart is over 2kg". Would that not be possible right now, without adding something myself?
