this was already discussed and requested with ticket #115, but since these 2 ones are the only one remaining, i'm creating this one in favor of the other one (and will close it).

This is needed for eg. blipjoy/sprung_fever#2

The workaround is registering pointer events on the entire viewport, and filtering unwanted regions at the application-level.

Just remembered this ticket, and it didn't have a milestone attached! So I've moved it to 1.0.0 to keep it on the radar.
