feat: add Constraint class

The notion of a Constraint in an astronomical sense relates to what parameters are needed to perform a good observation of a body or object in the sky, at a number of datetimes for a particular ground observer. A Constraint should return details about when is best to next observe that target, and details around the observability of that Target body or object.
