Steps to reproduce

Open settings, navigate to any utility page.

Occasionally, checkboxes appear indeterminate, hovering over them immediately switches them back to what they should be.

I cannot get this to reproduce consistently, however.

This may be an issue with WinUI.

✔️ Expected Behavior

Checkboxes should consistently take on the correct state.

❌ Actual Behavior

Occasionally, checkboxes appear indeterminate, hovering over them immediately switches them back to what they should be. I don't think unchecked indeterminate even exists.
