Wrong time format in extended timestamps — 12 hour time

For some reason my cell execution timestamps are in 12 hour time:

I do not have my system configured to 12 hour time anywhere:

It is quite possible it is some misconfiguration on my end, maybe caused by the en_US LC_TIME setting, but even if so, I'd like to know how to get 24 hour timestamps in the editor.

Unfortunately, this appears to be a VSCode-wide issue — setting the language to German or Russian produces military time as expected, setting it back to English produces 12 hour time.
