No feedback when smart send fails again if the warning is already showing

Testing #22536

1. Try using smart send in a file with bad syntax
2. The warning message pops up
3. Try using smart send again while the warning is still showing

Not sure if this is a python of VS Code issue, but there's no feedback indicating that smart send failed again. This makes it easy to miss that your code still isn't being run

This seems like different behavior compared to #22551 and mac where warning message should be popping up every instance of failed smart send. Is it just disappearing and not reappearing after the first message?
