UX: Create/Cancel buttons need bottom margin in Publisher creation form #1141

"Create Publisher" page Create/Cancel buttons are positioned at the absolute bottom of the viewport
The Create/Cancel buttons in the Publisher creation form are positioned flush against the bottom of the viewport, creating uncomfortable visual tension and poor touch targets.

To Reproduce
Steps to reproduce the behavior:

  1. Go to VS Marketplace "Create Publisher" page.
  2. Scroll to the bottom where the Create and Cancel buttons are located.
  3. Notice that the buttons stick to the absolute bottom, making them feel awkwardly placed.

Expected behavior
1, There should be appropriate bottom margin/padding.

  • Browser: Microsoft Edge
  • Version Version 132.0.2957.127 (Official build) (64-bit)

Additional context
It seemed like there was padding on iOS Safari version 18.2, so this issue may be isolated to the browser. Presumably also on 18.3; I'm updating right now.
