why does EmbeddedStorage.start(); create files on the file system even for empty DB?

Hi guys;
i was wondering about the decision to have chanel files and dictionary files created by simply running EmbeddedStorage.start(); as a single line in a main method.
no store or any data stored but still the files are created on the disk.
any insights as to why this was the implementation?
