Each version of an external tool only ever works with one specific version of BizHawk. For users who have multiple external tools installed, it would therefore be useful to have some level of coordination when updating things, e.g. a single update manager that can handle multiple supported plugins (e.g. oottracker and multiworld) as well as BizHawk itself, and defaults to maximizing compatibility without downgrading anything.
