Time Tile Caching

Describe enhancement or capability desired:
As discussed in meeting/telecon on Oct 28, we need to begin creating a 
capability for time tile caching similar to the spatial tiling used for GE 
and VE tiles. We discussed having the ability to set time tile size and 
using BerkleyDB for managing the on-disk caching.

We also talked about switching the spatial tile caching to BerkleyDB.
