[deviantart] gallery-dl unable to download images that require the user to enable the "watch" feature - solution?

If you mean "Watchers Only" works, you need a refresh-token (gallery-dl oauth:deviantart) from an account that watches the artist.

Let's say, there's a refresh-token, could you activate the watch feature for the artist, download the image, then deactivate the watch feature?

I think so, but haven't tested this myself.
You could also create a secondary account and use that to watch all artists you want to download from.
