Is vsync unable to keep up while recording or having another display?

that graphical glitch when you look around which is similar to having no vsync on certain games.
To Reproduce
Steps to reproduce the behavior:

1. Record or using a second display
2. fullscreen mode
3. look around while in a world
4. then you see that graphical glitch sometimes when you have no vsync which is sometimes needed

Expected behavior
no graphical glitch, just fullscreen. I can't screenshot it because it only happens as you look around.
