Mods missing mod.conf are deprecated

Here are the other ones I found:

• mtfoods (somewhat related to Ensure mtfoods:sugar has proper alias to farming:sugar #96)
• clothing; sfence's fork seems fix that.
• flower_pot
• heads
• slats
• plasticbox
• food_modpack (see Craft conflict between food:egg and lemon #93)
• food_sweet (see Craft conflict between food:egg and lemon #93)
• canned_food
• helicopter APercy's fork seems to fix that. (mod remvoed from game - lazerbeak)
• engrave
• flight_modpack (flying carpet)
• maidroid Current maidroid mod seems to be outdated. NG as replacement? #160
• mese_crystals (replaced with yellow_crystals with Replace mese_crystals with yellow_crystals #138)

I think the easy solution could be to send a PR to any of these mods that don't already have a fix to have this fix.

For the mods that aren't maintained, I think we should get rid of them. They are going to continue to get more problematic over time.
