Dev: need way to shortcut SSID & Password

To speed up dev, add way to set an initial SSID and Password - (typically in _local.h)

Note this would be made easier if Juerd/ESP-WiFiSettings#43 is accepted, as could easily tell if there was a SSID setup.

This is working - if clear settings and defined in _local.h those settings will be used.
