Chronic can't parse year "00": returns nil

>> Chronic.parse("June 15 2000 at 5:45 AM")
=> 2000-06-15 05:45:00 -0700

This seems to be fixed with a commit from @renziver (86db388) But it doesn't seem to be released. The latest release is 0.10.2 as of the time of this writing.

@mojombo would it be possible to get a new version of this gem published to rubygems? A lot of pertinent fixes have been pushed to master since the last release.
