Parsing Feb15'24 is incorrect, Feb15'24 doesn'T work at all #417

The following dates do parse incorrectly or not at all:

>> Chronic.parse "Feb15 24"
=> 2024-05-20 00:00:00 +0300
>> Chronic.parse "Feb15'24"
=> nil

whereas

>> Chronic.parse "Feb 15 24"
=> 2024-02-15 12:00:00 +0200

works correctly.
