[Bug] Can't open `select` element dropdown in web page using SystemEngine instead of GeckoEngine #2280

For some reason, I need to use SystemEngine instead of GeckoEngine.

Steps to reproduce

Change to use SystemEngine
Go to https://developer.mozilla.org/en-US/docs/Web/HTML/Element/select
Try to click dropdown

Expected behavior

can open dropdown and select item

Actual behavior

can't open dropdown

Device information

Android device: Samsung Galaxy S21 Ultra 5G
Reference Browser version: 1.0.2315 (Build GV: 113.0a1-20230409095525)
