Argument expansion may change states (create new hash entries or raise a l3flag). Expanding arguments in a group is then wanted in some cases, See an example in https://redirect.github.com/latex3/latex2e/pull/1592.

\exp_args_in_group:<args> can be defined as

\group_begin: \exp_args:N<args> \group_end:

\exp_args_generate:n uses \__cs_generate_internal_variant:n {<args>} to generate \exp_args:N<args>. See l3expan.dtx.
