The allow submit / judge properties for the entities used in this contest
The availability for problem descriptions
The count of available judgehosts
The name uniqueness of team
The logo for used affiliations

Whether any team has no users
Each problem shortname should be unique within a contest
Each balloon color should be unique (?)
