What's the task?

There have been a number of improvements to the frontend in https://github.com/navapbc/pfml-starter-kit-app. This task is to pull in those improvements and updates into the template.

These are the files I believe should be checked for updates, but there may be more:

docs/rails/forms.md
pfml/app/assets/stylesheets/_forms.scss
pfml/app/assets/stylesheets/application.scss
pfml/app/helpers/uswds_form_builder.rb
pfml/config/application.rb
pfml/config/locales/defaults/en.yml
pfml/Makefile
pfml/package.json
pfml/spec/helpers/uswds_form_builder_spec.rb

Tasks:

Look for frontend improvements and updates that have not been ported to this template repo
Pull in those changes
Verify that the changes don't break the template
