If it doesn't work for you, you can try this:

check in civicrm profile, if contact have phone number set to "mobile".
check if the number have prefix (etc +420 for CZ).
If you want automatic sent next question on answer, you need set permission "CiviCRM: send SMS" to anyone in drupal.
This is where I was wrong. I hope it helps someone else.
