Refresh tweets

The realtime harvest of tweets means that "likes" are always 0. We should add a mechanism for refreshing tweets e.g. 14 days after initial harvest. Ideally there would be multiple refreshes to record progression of likes, but that would impose a heavy load on the server.

Refreshing would also inform us of deletions.
