Create biber pre-build validation pipeline

There is no mechanism to catch minor bib syntax issues which are ignored when build locally but fails at AWS CodeBuild. Need to create a CI/CD validation check to make sure it passes biber test

Alternatively, check to see if there is CodeBuild badge for checking status. Regardless, checking for bib syntax should happen before build is triggered
