We need to adapt to the process followed to build new versions of LabVIEW if we want open source contributions to ship with it.

Path with least resistance is to distribute the icon editor as an LV Addon instead of being part of the core files.

Describe alternatives you've considered
I tried making a launcher that would allow to launch other editors, but this is only a duplication of what LV Addons is trying to achieve.

Additional context
Having an NI package that does that would allow R&D to add it to the build process while turning off the part that creates the PPL for the icon editor and places those core files.
