Add support for the NI 9381 cRIO module

The 9381 is auto-detected as existing in the chassis, but the slot module is set to "Empty" and the NI 9381 isn't selectable in the Module drop down menu.

Currently, the Scan Engine and EtherCAT custom device does not currently support multifunction I/O (MIO) hardware. This means that adding support for the 9381 and other MIO modules like the 9351 has a significant cost that other modules don't see. This currently is not prioritized and will not likely happen from the dev team until we have a large reason to invest in the changes.
