We have relaxed our persistent_id and dcc_url fields to just "string" type, which was already true for the id_namespace + local_id fields.

We need to decide how we want vaidation to work in the future, split at several boundaries:

  1. Pre-load requirements that will cause a submission to fail before loading review catalog
  2. Post-load requirements that will cause a submission to fail after loading review catalog
  3. Audit/scoring we want to report and leave up to discretion of reviewers as to accept/reject the data
