Discuss further Registry UX changes

This issue has more changes for the registry UX that we currently decided would not be required as part of quarter 2 but might be something we want for the future:

• tooltips for links that show an image
  • when hovering a link, show tooltip as an image of the page we would navigate to
    • sample static pages to use in the tooltip (content would not reflect what data is present but the overall layout would be shown)
  • wait for user feedback to see if still needed
• On details icon change tooltip from "view" to “View Detailed Submission Metadata”
  • wait for user feedback to see if still needed
• On pencil icon change tooltip from “edit” to “Edit DCC Approval Status”
  • wait for user feedback to see if still needed
