Description

An option to disable smooth scrolling, or even the whole app as a whole, for a specified app.

Rationale

This would help with a few apps that do not behave well with smooth scrolling enabled, like GIMP and games such as Minecraft.
The "scroll precisely" shortcut helps a bit, but having a blacklist of apps would be more useful and intuitive in my opinion.
