🐛 Importing mailboxes in a pending domain creates pending mailboxes ... but these mailboxes are already active !

Bug Report

Problematic behavior
Upon importing existing mailboxes from a dimail domain, if we forget to set the domain to "enabled" before, all the mailboxes are created as "pending". They are not pending but actually already active.

Expected behavior/code
The mailboxes should be created as active directly, independently from domain's status. I'm wondering if the domain should not be activated at the same time, due to the fact it's already active too.

Steps to Reproduce

1. create a pending domain
2. in admin, import mailboxes from Dimail
3. All the mailboxes are pending in People but active in dimail 😬
