Prevent users from deleting entry until they add a redirect

We have a client that is running a multi-site and thousand of pages/users and they change/delete an ungodly amount of pages and they don't have a good way to enforce their staff to add a redirect after they delete an entry.

Describe the solution you would like

Ideally, this plugin would have a setting that you could toggle on that would "Prevent entry deletion without a redirect."

On the entry page, I envision some type of UI that gives a similar experience to adding a redirect currently in the plugin.

Describe alternatives you have considered

Redirecting the user to a new redirect page that is prefilled with the deleted entries slug.
