Adding two tools very quickly in the admin UI doesn't always work

1. In the admin UI, click the "Add Tools" button.
2. Add two tools very quickly. Preferably two that don't support tokens like Bluesky and Browser.

It will not always be the case that both tools are added: sometimes the first is added, the second, or both.

Clicking to add one tool, waiting a few seconds, and then another almost always works.

This issue is also seen when adding tool like Github which support both PAT and ouath credentials.

1. Create an agent.
2. Add Github tool and select any of the authentication method.

Notice that after this , Github tool will remain unselected.

Trying to add this again multiple times in the same "add tool" modal will not succeed.

The only way to get around this problem is to quit the tool page and relaunch it again.
Adding the tool again now will succeed.

@ivyjeong13 Sometimes even multiple attempts to add Gitlab tool keeps failing.
