"No port specified" despite route file when running test-app instructions #1032

When following the local deployment instructions in the README.md of master:
The server logs state:

"no port specified, defaulting to port 8000"

When /test-app/config/common/route contains exactly:

http://localhost:8020

using develop branch from about a year ago.
