Feature request

Use Case

The maintainers of openfast_toolbox haven't responded to my issue requesting tagged releases and their publishing to PyPI. For a deterministic docker image, we need versioned releases of the package.

Current state

As advised by the maintainers of openfast_toolbox, we're cloning the repo and editably installing it during the docker build.

Proposed Solution

Fork the repo, add versioned releases, PyPI publishing, and any other necessary metadata, and make a pull request into openfast_toolbox.

After discussing it with the maintainers of OpenFAST and openfast_toolbox, we're going to port the readers/writers from WEIS into OpenFAST itself and use them instead.
