Can I open a chat buffer with #buffer @editor using keymap?

Now I have to manually type them in a empty chat buffer everytime I start neovim.

You could create a custom keymap yourself that does this. Or use a custom prompt library.

I am planning a feature very soon that will allow you to open a chat buffer with pre configured options.

I was looking for a similar thing and did this:

map({ "n" }, "<leader>ab", function()
  vim.cmd "CodeCompanionChat"
  vim.cmd "startinsert"
  vim.api.nvim_feedkeys("#buffer ", "n", true)
end, { noremap = true, silent = true, desc = "Chat with buffer" })

Now when I do <leader>ab it looks like this:
