Is your feature request related to a problem? Please describe.
In order to be sure everyone is clear on the data, we need a Terms of Service to be clear on what is being done with the data

Describe the solution you'd like
A ToS page for people to view

I would say this is dependent on #28 being completed first to guide the ToS by using the Data Governance

Can someone create stub pages for Privacy Policy and TOS? If so, then I can edit them with draft versions.
