Enhancing README file , adding learn.md file and adding Code of conduct.

Adding things like learn.md file and Code of conduct and a better READ.me file would help fellow programmers a lot to understand about your project and what are the things they need to resolve. This also develops interest in fellow programmers and helps in better understanding.
So please assign me this issue so I can work upon this for its improvement and it would also help me for GSSOC'24.
