Combine / re-direct access applications #851

Sometimes it's feasible through where it becomes evident through assistance of agency to combine or redirect applications.

Current status only provides "refused" but it would be perhaps hepful to have re-direction to anther request or where requests can be combined.

Also perhaps splitting could be considered but at least some type of re-direct would be good maybe.
