Better error reporting in vcp #184

When errors occur during transfer negotiation in vcp, server returns an empty document the the client reports it as a BUG.

    format(transfer_url))
RuntimeError: BUG: No protocol/endpoint returned for transfer URL https://ws-cadc.canfar.net/vault/xfer/nv9g4o3mmsx098tq```

The client should check the job status before proceeding with using the transfer document.

Easiest to reproduce is to try to copy a local file over a remote directory with the same name.
