Bug description:
Action menu for drafts are showing wrong options

Steps to reproduce:

1. Login to any FA/RA/ registrar
2. Click In progress> Drafts
3. Click on any record
4. Click action menu> Observe the options

Actual result:
Action menu for drafts are showing wrong options- showing View, update, delete and unassign

Expected result:
Should show only Update and delete declaration

Action menu for incomplete records are showing wrong options too.

Steps to reproduce:

1. Send an incomplete record as FA, record will be found in "Sent for review"
2. Observe the action menu as FA for that incomplete record

Actual result:
User can assign himself and getting view, update and unassign options in action menu.

Expected result:
FA should not assign any record from "Sent for review" workqueue. Only view option should be available in action menu for "Sent for review" workqueu's records.
