Bug description:
In Dashboard, record corrections by type is showing incorrect numbers.

• when any record is being corrected for the first time, 'record corrections by type' increases by 2.

Steps to reproduce:

1. Login as Local Registrar.
2. Navigate to Dashboard.
3. Set time period - 'previous 12 hours'. and any specific province.
4. Observe the total number for 'record corrections by type'.
5. Create a new birth record, register it and correct it.
6. Observe the total number for 'record corrections by type' for time period 'previous 12 hours'. and that specific province.

Actual result:
Total number for 'record corrections by type' is increased by 2.

Expected result:
Total number for 'record corrections by type' should be calculated properly.
