Bug description:
Unable to reject a record where No name is provided

Steps to reproduce:

1. Login as RA/ Registrar
2. Go to in progress
3. Try to reject any record where No Name is provided
4. Observe

Actual result:
Record gets stuck on Outbox
Later after retrying, able to reject

Expected result:
Should be able to reject properly

Not Fixed :
Marriage declarations with/ without a provided name become stuck in the Outbox when attempting to reject them from the "In Progress". Later after retrying, able to reject.
