Unable to navigate back through multiple pages in Record Correction flow.

Bug description:

1. User cannot navigate back to 'Correction requester' page from 'Verify their identity' page. Application gets stuck in a loading state.
2. User cannot navigate back to 'Ready to certify?' page from 'Correction requester' page after clicking 'No, make corrections' from the certificate preview page. Gets 'Unexpected Application Error'.

Steps to reproduce:

From record audit page:

1. Login as a registrar/FA.
2. Navigate to ready to print/ ready to issue workqueue.
3. Download any record.
4. Navigate to correction requestor page from record audit page action menu.
5. Select any option then click continue.
6. Click the back button from 'Verify their identity' page.

From certificate preview page:

1. Login as a registrar/FA.
2. Navigate to ready to print workqueue.
3. Download any record.
4. Navigate to certificate preview page.
5. Click on 'No, make correction' and navigate to 'Correction requester' page.
6. Click on the back button and observe.

Actual result:
User is unable to navigate back through multiple pages in Record Correction flow.

Expected result:
User should be able to navigate back through all pages in Record Correction flow.
