Default location in Performance page set to 'Farajaland' instead of user's office.

Bug description:
For all users, default location is 'Farajaland' instead of the user's office.

Steps to reproduce:

1. Login as any user.
2. Navigate to Performance.
3. Observe the default location.

Actual result:
Default location is 'Farajaland'.

Expected result:

• For Field Agents, Registration Agents and Local Registrars, default location should be - their own office.
• For System Admins, Performance Manager and National Registrar, default location should be - their country (ex - Farajaland)

Apologies, the Expected Result was incorrect.

The correct Expected result according to test cases (also updated in the description) -

• For Field Agents, Registration Agents and Local Registrars, default location should be - their own office.
• For System Admins, Performance Managers and National Registrars, default location should be - their country (ex - Farajaland)

@jpye-finch What are your thoughts on this? How do we define which user's home page defaults to the country view? Currently it defaults to their office

Suggest we leave as-is @marcio-opencrvs. Defaulting to their assigned office.
