As a developer
I want an endpoint to get all existing users for Niue so I can populate various location form fields

Tech tasks

  • Modify the existing fake query to get user lookups, to get real values from OpenCRVS

Other requirements

Make sure that the endpoint is able to return users which might be disabled as they may be historical users
